Understanding Your Water Usage

To help manage costs and promote responsible water use across the community, the District has implemented a Water Usage Billing Policy. The information below explains how water usage is calculated, what “over usage” means, and how charges may appear on your account.

How Water Usage Works:
Each townhome unit receives a $30 monthly water credit funded by the District. A portion of this credit ($11.13) is applied toward the fixed monthly service fee, while the remaining amount ($18.87) is applied toward actual water consumption. Based on current water rates, this equates to approximately 3,400 gallons of water per month, per unit.

What Is “Over Usage”?:
Water is billed at the building level rather than by individual unit. Because of this, each building has a combined monthly water allowance based on the number of units within it. If the total water usage for the building exceeds that allowance, the additional cost is considered “over usage” and is shared among the units in that building.

How Charges Are Calculated:
  • $30/month x 182 townhome units = $5,460/month
  • The monthly fixed charge from Consolidated Water Mutual varies across each of the water bills paid by the District (due to varying sizes of the water taps to each building). The total fixed monthly charge across all 46 water bills paid by the District is $2,025.70/month
  • District credit available to be applied to water usage = $5,460/month - $2,025.70/month = $3,434.30 which is $18.87/month per townhome unit
  • Consolidated Mutual Water District’s “Tier 1” water usage rates is $5.55 per 1,000 gallons used (Tier 2 rates begin at 17,000 gallons used and the rate is $6.55 per 1,000 gallons used above 17,000 gallons)
  • Monthly allowed maximum water usage per townhome unit: $18.87 / ($5.55/1,000 gallons)  = 3,400 gallons/month
Submitting Your Meter Read:
Homeowners may submit individual meter readings to help ensure charges more accurately reflect actual usage. If a submitted meter read shows that a unit used less than 3,400 gallons in a given month, the overage charge for that unit may be removed. As adjustments are made, any remaining overage is redistributed among units that have not provided meter readings.

It is important to note that submitting your meter reading can help ensure you are only responsible for your own usage.

         
How to Submit a Water Meter Reading - Please follow the steps below carefully
               Step 1: Locate Your Water Meter - see example photo 1 & 2
               Step 2: Prepare for Recording
                    Before recording, wipe both the meter lens and your camera lens to ensure the readings are clearly visible. This helps                                  prevent delays or rejection of your submission due to unreadable footage.
               Step 3: Record Your First Video (Initial Reading)
                    Record a video showing the current water meter reading. The video must clearly display all four cycles of the meter display.                      This recording typically takes about one minute to complete and should closely follow the Example of Proper Submission.
               Step 4: Submit Your First Video
                    Email your initial meter reading video to atucker@wolfersbergerllc.com. Ensure the video is clear and fully captures                                   the meter display before submitting.
               Step 5: Record Your Follow-Up Video (30 Days Later)
                    Exactly 30 days after your initial submission, record a second video showing the updated water meter readings. This
                    second recording must also clearly show all four cycles of the meter display.
               Step 6: Submit Your Follow-Up Video
                    Email your second video using the same submission process. Both videos are required for review of your water usage.

Why This Policy Exists:
This billing structure is designed to promote fairness across the community while encouraging responsible water use. By sharing costs at the building level and allowing for individual meter verification, the District aims to balance equity, conservation, and rising utility expenses.

Tips to Stay Within Your Usage:
Simple steps such as checking for leaks, limiting outdoor watering, running full loads of laundry or dishes, and monitoring your personal meter (if available) can all help reduce the likelihood of excess usage charges.

Checking Your account & monthly charges

Homeowners are encouraged to review their property account regularly to stay informed of any excess water usage charges. The District continues to fund the first $30 of water usage per month for each unit. If the total monthly water cost exceeds this amount, the additional balance will be posted to your property account as an “Excess Water Usage” charge, in addition to your regular monthly operations and maintenance fees.

Because these charges can vary from month to month based on building usage, checking your account ledger is the best way to monitor your activity and avoid surprises.
